In particular, programs aimed at increasing the legal knowledge of the population are being implemented, electronic state services are being expanded, and measures to combat corruption are being strengthened. These reforms serve to ensure the rule of law and improve legal culture in society.

The development of society, the provision of human rights and freedoms, and the effective functioning of state administration directly depend on laws. Justice, equality and legal order prevail in a state where thorough laws are passed. The law regulates a wide range of social relations, not for a specific person.

Enlightenment scientists and thinkers evaluated the law as the main tool that ensures justice, order and human freedom in society. In particular, Abu Nasr Farabi considered the law to be the main condition for building a society of virtuous people. In his opinion, fair laws lead people to goodness and ensure the peace of society.

Abu Rayhan Beruni emphasized that law and justice are the basis of state stability. 

He believed that stability in society is related to compliance with laws. Alisher Navoi showed justice and the rule of law as the most important principles of state administration. In his works, it is emphasized that the king's main task is to treat the people with justice.

French philosopher Charles Louis Montesquieu defined law as a guarantee of human freedom. According to him, the society will progress only when the laws are based on justice. Jean-Jacques Rousseau said that the law should be an expression of the will of the people.

All are equal before the law. It serves to prevent injustice and violence. The law establishes liability for criminal acts and other offenses. This encourages people to obey the law. The rise of legal culture relies on the rule of law. Because if citizens are not educated in the spirit of respect for laws, legal consciousness and legal culture will not be formed.

Legal culture is the sum of people's level of legal knowledge, legal awareness, obedience to laws and legal activity. In a society with a high legal culture, citizens follow the law voluntarily, crimes are reduced and social stability is ensured.

Legal culture represents a person's level of legal knowledge, attitude to laws, understanding of rights and obligations, and compliance with them, while the rule of law means that the law applies equally to everyone in the life of the state and society. These two concepts are inextricably linked, and one serves the development of the other.

The rule of law means strict observance of laws by state bodies, officials and citizens. This principle is one of the main features of a democratic legal state. If the law prevails in the society, everyone understands their rights and respects the rights of others, and tries to live with a legal culture.

Indeed, in a state where the rule of law is ensured, democratic values are established and strong governance is practiced. President Shavkat Mirziyoyev stated that "The rule of law means that the documents issued by state authorities and the actions of officials must be in accordance with the Constitution and laws."

One of the main conditions for ensuring the priority of legal norms in society is the legal knowledge of officials and civil servants. Their level of legal knowledge, on the one hand, affects the quality of adopted legal documents, and on the other hand, ensures timely and reliable execution of legal documents.

First, when the law is applied equally to all, citizens have faith in justice. This increases respect for the law.

Secondly, if state bodies and officials act according to the law, legal activity of the population will increase. On the contrary, if the laws are not followed or they are applied at a low level, legal nihilism, that is, illiteracy, arises.

Thirdly, the rule of law serves to develop legal culture through education and legal education.

Fourth, the rule of law helps people to understand their rights and obligations. As a result, citizens not only protect their rights, but also feel their responsibility towards society.

In short, the law is not only a means of determining punishment, but also a means of raising the moral and legal culture of society. Law is necessary to ensure order, justice and stability in society. Law is the main support of every state and society.

After all, for a person to be happy, to feel free and liberated, to be satisfied with his life, and for himself and his children to live in a safe society 

the guarantee of living is provided only in the place where the law prevails and the legal culture is high.
