In the new Uzbekistan, work on reducing bureaucracy in public administration, eliminating the conditions that enable corruption by digitizing the activities of state bodies, and simplifying public services is being consistently continued. Provision of services to residents and entrepreneurs based on the principle of "the state at the service of the people" has been launched. Such systemic reforms implemented at all levels of state administration are bearing fruit, that is, a new way of thinking, thinking and worldview is being formed.
Since public policy is implemented by the administrative apparatus, which is organized by civil servants,
increasing its effectiveness is of urgent importance. In particular, the implementation of institutional reforms in state administration, the use of innovative management instruments to ensure management efficiency is becoming a demand of the times.
Year 2025 of the President of the Republic of Uzbekistan
The decree of July 14 "On measures to increase efficiency, proactivity and efficiency in the state administration system" established a number of tasks aimed at ensuring the implementation of reforms from an expert perspective, increasing their effectiveness, socio-economic development of regions and industries, further improving the business environment, increasing the responsibility and initiative of state bodies, and strengthening coordination between all levels of management.
In order to ensure the implementation of this decree, large-scale reforms were carried out in order to eliminate bureaucratic obstacles, cancel repetitive control functions, and increase the effectiveness of the activities of republican and local executive bodies aimed at ensuring transparency and openness in decision-making.
It is known that the effective functioning of the state service, the state of the state apparatus and the state of the state service create perceptions about it in the population of the country. Depending on the knowledge, potential, actions and activities of the employee who makes decisions on behalf of the state, the state apparatus, heads of state power and management bodies are evaluated. Therefore, it is important how the public service is formed, whether it is compatible with democratic requirements and management principles.
Provision of state power and administrative bodies with highly qualified personnel, continuous work with them, improvement of qualifications, retraining, formation of effective public servants reserve are among the urgent tasks facing New Uzbekistan.

On December 6, 2025, the decree "On measures to further increase the efficiency of management in the civil service" was adopted.
According to it, on the basis of the Public Service Development Agency, the Management Efficiency Agency under the President of the Republic of Uzbekistan was established. The priority directions of the agency's activity in the directions of introducing a result-based management system in state bodies, identifying new opportunities in the regions and improving management efficiency, as well as human resources management and development of their potential in state bodies were determined.
At the same time, a system of diagnosing the level of stability of employees against corruption will be introduced in state bodies. According to its results, the evaluation of the employee's anti-corruption stability level as "low" is a condition that prevents him from continuing labor relations in this position, and the employee is necessarily rotated to another position with a "low" level of corruption risk.
In his address to the Oliy Majlis and the people of Uzbekistan, the President announced a sharp and firm position in the fight against corruption. As the head of our state noted, 2026 will be designated as the year of "state of emergency" in the fight against corruption. In the words of our head of state, those who say, "I have a position and a title, no one can touch me," are seriously mistaken. No office, no organization, no official is left out of control.Obstructing the work of the compliance service is considered complicity in corruption.
A new system will be introduced for filling vacant civil service positions in state bodies, and a new procedure for maintaining personnel reserves. According to it, the list of candidates for positions included in the national personnel reserve is formed independently by state bodies. The fulfillment of the personal development plan by the shortlisted candidates is monitored through the electronic platform "zakhira.bsa.uz". Candidates for the reserve of competent personnel are selected by the working group based on the conclusion of district (city) mayors from among the neighborhood chairman, assistant mayor, women's activist, youth leader, social worker and tax inspectors working in the neighborhood.
The above-mentioned decree approved the plan of measures to increase efficiency in public administration based on the chain of "task-function-resource-responsibility". In it, it was determined that the Ministry of Justice, together with state bodies, will include all their tasks and functions in the automated online information system "State functions", classifying them into 5 levels.
In conclusion, an ecosystem will be created in our beloved Motherland without the human factor, corruption and excess bureaucracy in new political-legal, social, spiritual relations, in the provision of public services. The system of provision of public services in a proactive and integrated form will be developed, management efficiency will be increased. More effective mechanisms of implementation of the principle that "the people should serve the people, not the public agencies, but the public agencies" will be introduced.
